B&ES is seeking members’ views in connection with a Government consultation on funding mechanisms for apprenticeships.
Interested parties are urged to return their completed questionnaires no later than Wednesday 23 April, so that the Association can prepare a formal response on the issues raised, most of which relate to payroll administration.
Following on from the seminal Richard Review of Apprenticeships in 2012, the Government’s apprenticeship reform programme is aimed at ensuring apprenticeships in England become more rigorous and responsive to the needs of employers.
As part of its reform programme, the Government has recently issued a “technical consultation” on funding mechanisms.
The overall aim is to design the best mechanism to support payment, with a view to supporting the new funding principles for apprenticeships.
The Government has proposed a number of amendments purportedly designed to empower employers and incentivise them to demand higher quality and more relevant training for their apprentices.
To help them make a decision on a new payment mechanism, the Government wants to gather evidence on how the proposed new payment mechanism could impact on employers.
They are consulting on two distinct possible arrangements, which are outlined below. The Government is interested in understanding how the arrangements being proposed could work in practice.
The Association is therefore seeking members’ views on which approach might be best suited to the needs of B&ES members, so that it can make appropriate representations to Government.
