Call for ICO to publish more blacklisting information

The Chartered Institute of Personnel and Development is investigating 19 of its members in relation to blacklisting in construction.

At a hearing of the Scottish Affairs Select Committee yesterday, CIPD chief executive Peter Cheese said the investigations was likely to take about 18 months.

He said: “We are conducting an investigation of 19 people and that is based on evidence that has come into the public domain about their potential use of The Consulting Association’s blacklist practices.

“They are under investigation at this point in time and that investigation is not yet complete.

“If our processes find they have a case to answer, we take them to a disciplinary process. We are not a statutory of legal body but in the first instance there might be a reprimand or suspension of membership or maybe that they are expelled from the membership of CIPD.”

He said the Information Commissioners’ Office had agreed to let CIPD staff go to its offices and read the documents regarding the 19 members under investigation, but he would like the ICO to publish more information from the list, possibly in redacted form, to encourage more people to come forward with blacklisting cases.

“Maybe if that information comes to light more broadly it will flush out other examples,” he said.

At a committee hearing in July, UK Contractors’ Group director Stephen Ratcliffe said the CIPD had launched investigations of several of its members and that the two organsiations were discussing guidance on how the industry could vet staff.
